actually theres two forces at work here.
one is if the overall rolling diameter is increased, then your effective final drive ratio is changed to be longer geared meaning less acceleration and higher theoretical top speed.
the other force at work is that if you put on crappily heavy 18" wheels, then more torque is lost through the moment created by the heavy wheels. just a very rough calculation would put the torque loss at about 10nm per wheel if you increase your weight per wheel by 5kg per wheel. oh and power is a function of torque, so you lose that too
