Yes my Golf is the same. I use mine for the fridge when coming home from the shops.
I live in the Adelaide hills, some distance from the supermarket. I can call in to see my son on the way home & the fridge keeps working while the car is parked.

I put a meter on the plug on our Polo with the ignition off & had no power going to it. Once something is plugged in it becomes live. Something must move in the socket to switch it on.

Interesting. Tried it again with various plug in devices (lead light, air pump, charger) but definitely no power with ignition off and key out.

What do other Polo owners think?

Definitely no power going to the ciggy lighter socket with the ignition off. Had to splice in a ACC line for the aftermarket headunit (so it knows when the ignition's on) and I took it off the ciggy lighter. Have not noticed any wiring to any switch that turns on the socket with an accessory inserted either.

Not sure if it differs between model year however.

Mine is '01 model Polo & I just went out & checked it again & it is live all the time. My Golf is '06 model, also live but I have read about other models[Jetta] that turn off with the ignition. In the UK the cig. lighter in the front of a T4 does not turn off with the ijnition but in Aust. it does.
