It can happen if there is a dealer service campaign to update the ECU. It can happen if they get strange errors on their diags and decide to put the latest factory ECU on there. There are probably other reasons they would do it. But yes, apart from the "dealer service campaign" thing, it's not something that would normally happen in scheduled servicing.
Having said that, all of the "off the shelf" ECU vendors (that I'm aware of) will reapply the tune if it has been overwritten by the dealer. Individual dealers may charge a "service fee" for this (vendors can't tell dealers how they run their business obviously).

You can lock into either program so that a PIN is needed, but as far as detecting ECU changes - I'm not sure if the dealers can (i.e. VCDS still looks the same for me - not sure how different their sofware is). In any case it doesn't bother me if they know or not, it's not like I have extra Stage 2+ products under the bonnet

Just to clear things up, the MKV/VI dump pipe from 42DD will fit any MKV Golf, K03 or K04. Tinto has one on his Pirelli. It also fits the MK6 Golf, but not the R or S3 due to the AWD. 42DD are anxiously awaiting an R, and will develop a pipe to suit, but having seen the space in the R around the quattro, I'd agree there's little chance of fitment. The K03 and K04 are a different 42DD flange in the 1.8 engine. The dump fits the stock cat back.

42DD do indeed use mild steel, and if you scratch it, rust will happen. I have had a test pipe out in the weather for a few months now ( just to check it for myself ), and so far it has rusted on the hanger brackets and around the flange end a little, but the pipe, because of the aluminium coat is fine. I totally get the allure of stainless, but I saw an opportunity for lower priced options in a rather pricey industry. I'd HIGHLY recommend anyone who goes a mild steel pipe considers the ceramic coat, most important for the dump, as this helps keep heat out of the engine bay, which is a benefit over any uncoated pipe stainless or otherwise. I do the ceramic coat at my dealer cost, so I don't have a financial interest in recommending it, to me it's all about making it as affordable as possible, which is my whole business model. The coat is inside as well!
Finally as it has already been mentioned, the prices direct from the USA are good, and I have done my utmost to match them. The MKV/VI dump with cat non resonated is $650 delivered through me, $715 with a central resonator. Ceramic coat adds $140. That's within about $30 of the best USA price, and you get local support, I'm about to replace a dump pipe section for a customer for free who has concerns about the coating. You definately want to run an 02 spacer with the street system, but if you decide to go the illegal catless option, no spacer is going to prevent a CEL.
Sorry if this sounds like a big plug, just want to get the facts out there, and I try not to be too hard sell on here, which is why I'm not overly known. NA motorsports is by far the cheapest place I try to compete with, and I'm happy to put that out there, this is a passion, not putting food on my table. I'm all for competition, I'm a consumer too.
