I'm astounded that VW aren't willing to pull out the ECU from an unsold, undelivered vehicle to at least test if the ECU is the actual issue. The same (lack of spare) parts hold up affected at least 2 Passat owners who had injector failures and had to put up with vehicles off the road for a while so this is a worrying trend by VWA, at least to me.
I'm guessing the ECU in current VWs is not quite the same as a coil from a 60's vehicle. The ECU will no doubt have a serial number/MAC address/whatever unique ID which will be tied very closey to the rest of the vehicle's electronics.
So swapping one from a car out the back would not be easy if even possible.
A trend is obviuosly started with an individual case but I think your interpretation that this is a "worrying trend" is off the mark. Very few manufacturers carry a full inventory of spares for every model.

Dude, this is an Internet forum. You’ve got no business what so ever coming in here talking knowledgeably and with common sense. I’m only interested in your opinion, based on an anecdote that is at least once removed from your personal experience. Ideally, I need you to tell some story about your uncle’s friend who was once kidnapped by aliens for science experiments if you want to have any credibility in my eyes. If your story sounds vaguely like a conspiracy, that’s how I’ll know you’re not lying.
