On a serious note (Yes, the rubber band puns were a chuckle), they're used to assist in locating the wiring harnesses in the car, when the dash is installed. Once everything is bolted in, and connected, they become redundant.
As others have mentioned, they do sometimes perish, and fall out onto the floor.

I've ordered some replacement rubber bands with a red "GTI" logo on them.

Jokes aside, I found a long rubber band hanging from the dash into drivers side footwell yesterday. Google led me to this thread.
I'm the second owner of a 2010 GTI (Mk6) and it has an aftermarket bluetooth kit, so it was probably dislodged when the kit was fitted - sound about right?
I figured it was some kind of vibration dampener between panels.
