Local content in an imorted vehicle:
Reason that an imported vehicle has to have some local content included once landed at the dock is that government fleets require some options to be fitted locally or some aspect of the vehicle have Australian made parts. This creates local jobs, which in turn aids the local economy. Governments then agree to buy vehicle as part of ther fleet, boosting sales numbers.
Example:
Toyota Hiace van has the stereo installed on the dock of White Bay (Balmain) before leaving the dock. It matters not that the stereo is made in another country; only that a local has fitted the stereo, providing some local input into the manufacture of the vehicle prior to sale. This creates local jobs.
If you look hard enough when driving off the ANZAC Bridge in Sydney, you will see a big warehouse on White Bay (Balmain). This is the mechanics workshop that adds the local content and completes the ADR compliance of the imported vehicle.
Some makes like the EVO IX Lancer could spend up to several weeks waiting for full ADR compliance.
Similar thing with child anchorage points being fitted to the Golf in Aus on the dock prior to full ADR compliance.
America had a similar thing with the MK4 R32. The American version had Monroe dampers, rather than the Bilstein dampers of the European version. This is why the American version didn't handle as well as the Euro MK4 R32. The Aus version also received the Monroe damped MK4 R32 as Monroe has a local factory that supplies GM, Toyota and Misubishi (when they still made vehicles here).
Explains the delay at the dock, rather than customs delay.
Cheers
WJ
