The requirement for automatic headlamp levelling and headlamp washer devices originated from EU regulations.
The Australian Design Rules (ADR) is in the process of being harmonized with EU regulations, which makes it simpler and less costly for European manufacturers to import and sell their vehicles in Australia (since ADR = EU rules for the most part), but at the same time being burdened with their bureaucratic rules.
My guess is that the regulations in Japan (and Asia/North America) aren't as stringent when it comes to headlamps with discharge bulbs, which is why the GT-R destined for non-EU/Australian markets probably isn't fitted with headlamp washers as standard.

Nah, I wouldn't be worried - he bought his GT-R in Singapore!
Mine was a JDM spec. I recall a few were imported here too prior to the official release.
