Well if you really wanted to buy them in Perth you could always order them from any VW dealer. Personally I wouldn't though, as they'll rob you blind here.
I bought mine from ECS tuning out of the US. Came quicker than the local dealer could get them for you I'm guessing.
Once you get them you'll need to code your car otherwise you'll get errors on your dashboard. No big deal.... Just need to get in touch with somebody who has VCDS.
Very easy job to do though. Don't feel scared taking it on.
And yes they are legal, the Golf R has them.
You need to tell your car not to sense the higher drain bulbs that you removed. The led lights draw much less power so they will throw a bulb error on your dash. Sometimes these cars are too smart for their own good.
It's a 5 min job. Most of that 5 mins is booting up your laptop.
If all you want is darkened lenses, sure.
I use ecs tuning (google them) but there are loads of others. Pm me if you get stuck I'm in perth too.

From what I understand, your choices are with, or without fog in both tinted or untinted (4 options to chose from!)...
I got the tinted ones without rear fogs... Should have probably gotten the ones with the rear fogs, but no bother, I'll never use them.
Why are you so concerned about the legality side? The untinted ones are the exact same as what's on the Golf R?
10 min job to put your originals back on in the very unlikely event you'll get stickered.. Which I would say is next to impossible, as they are genuine VW parts which are exactly the same as what's on the Golf R.... They'd have to sticker all them too! (i.e. you're ok, they meet ADR's)...
Get the ones with fogs to be safe - assuming your car has rear fogs now (I assume it does).
Get the interior lighting (white LED's) whilst you're at it too! They look fantastic compared to the standard yellow bulbs. They do require a bit of mucking around to install though. Stunning looking at night when they're done..
I'm just waiting for my white licence plate LED's now..
