Yeah it is. NSW attracts a 3% stamp duty up to $45,000, but then charges 5% on the amounts above $45,000.
VIC charges 2.5% stamp duty up to $57,009. So any car under that value (inc all options, gst, dealer delivery etc) will be slightly cheaper in VIC than NSW.
HOWEVER. Once the car is above $57,009, VIC charges 5% stamp duty on the entire amount! So not just on the amount above the threshold like in NSW. Meaning that any car above $57k in VIC will be more expensive than in NSW. Source
In addition, dealer delivery may differ (but then it differs dealer to dealer anyway), and CTP and registration costs will also differ.
