Why would they? You don't recall a car because a small percentage have a problem.
If 5% of cars will have a problem wouldn't it be irresponsible both from a cost and environmental perspective to replace all the AC units?
VW already offer goodwill if the car has a VW service history and the out of pockets can be quite low. I'd prefer to see a extension of warranty on the compressor myself but VW at least are helping.

Air-conditioning fixed.
Its seems it may have been the compressor, the dealer tested it and it would work for 15 minutes and then stop working.
The work sheet, clearly states that the the compressor was removed and replaced and the system re-gassed.
The guy at the counter, said that meant that only a re-gas was needed as it wasn't done properly at the factory or there may have been a blockage in the system.
I always assumed that when the work sheet says a part was removed and replaced, that doesn't mean that the original part was re-installed - I could be wrong.
