may be a short where the loom separates to the various switches (don't know if it's possible for the steering shaft to contact the wiring and wear though it, but it might be.)
Hi, my wife's 2010 Golf 118TSI has developed an electrical issue. Wipers don't work, horn sounds weird (possibly only one of two tones?) and activates itself when high beam is used. I have checked the fuse box as best I can with the limited information that VW provide and the help of older posts on here and nothing seems obviously amiss. Everything else is working fine. Thinking that I need an auto electrician but thought I'd put it out there first in case there's an easy fix.

Steering wheel electrics module under the steering column would be a good place to start.
